GUATEMALA: New anticrime law ended up favouring criminals

There was celebration in Guatemala city on 30 March when congress unanimously approved the 'law against organised crime' designed to enhance the ability of law-enforcement agencies to deal with the country's rising rates of violent crime, much of which is considered to be related to drug trafficking. The mood lasted until the text had been read more carefully after which there was an uproar and a wave of demands that President Oscar Berger exercise his power of veto.
